CRUI:
the co-ordination of the autonomy of the universities and innovation
in tradition.
The Italian Rectors' Conference (CRUI)
is an association of the rectors of public universities and recognised
private universities. By October 2001 the rectors of 77 university
institutions belonged to CRUI.
CRUI, in respecting the autonomy of the single universities, and
in conformity to the principles sanctioned by the Constitution
and the "Magna Charta of the Universities";, co-ordinates
the national university system and suggests policy guidelines
for its administration and development. It addition it promotes
in-depth examinations of the problems of the university and, by
virtue of having an objective knowledge of interests that transcend
single sectors and single categories, acts as spokesman for its
needs and opinions.
For this purposes CRUI:
collects data on the universities
;
is a consultative body to which
the authorities of the state and in particular the competent
ministries must refer in those circumstances expressly provided
for by law, as well as in those other occasions when it is deemed
appropriate to seek its opinion;
carries out assessments and proposals
for measures, including statutory provisions, aimed at improving
the didactic and research systems of the universities and the
performance of the services related to them;
maintains relationships with
bodies, associations and national and international organisations,
especially the organisations of the European Union;
promotes all levels of international
exchange.
Furthermore, in conformity to statute law, CRUI has been entrusted
with certain specific tasks, among which the formulation of
its opinion on plans for university development, the allocation
of state funds for the universities and the re-organisation
of the university system.
CRUI's
work in the field of university innovation

CRUI promotes and sustains the
initiatives of the universities by acting as a centre of experimentation
for university innovation in sectors held to be of particular
importance, and by offering its own know-how and knowledge
of the many various university mechanisms to be found among
the newly autonomous universities.
CRUI's activities are also addressed
to the international environment. These are carried out by
instituting a dialogue with similar institutions in other
countries and with those international associations and bodies
at a European and world level to which it belongs. In addition,
various initiatives at a bilateral level are being pursued
in order to compare and exchange ideas and experiences with
the national conferences in various European countries.
THE COMMISSIONS
CRUI pursues its objectives
by carrying out work in the following commissions or working
groups, as well as through the contribution made by its representatives
on the panels of experts set up in ministries or other bodies.

In conformity to statute
law, CRUI
participates, pursuant to law
168/89 (setting up the Ministry for the Universities and Scientific
and Technological Research - MURST), in the work for the definition
of a three-year university development plan, adopted every three
years by the ministry, and draws up a general report on the
entire university system within 30 days from the receipt of
the request from the ministry;
is consulted, pursuant to law
449/97 article 51, clause 1, with regard to the quantification
of the planned financial requirements for each university. Under
clause 3 of the same law, it is also consulted with regard to
the extension to the state universities of the provisions contained
in articles 7 and 9 of the legislative decree 279/97 (the identification
of the basic forecasting units for the state budget the reorganisation
of the single treasury system and the reform of the general
audit of the state);
expresses its opinion on the
criteria for the allocation of the realignment quotas among
the universities in conformity to law 537/93 article 3, clause
3, for the ordinary funding of universities;
receives, in accordance with
the foregoing law, the report of the Nuclei di valutazione
interna (the internal university assessment centres), also
submitted to the Osservatorio per la valutazione del sistema
universitario (the National University Evaluation Council),
on the results - in terms of effectiveness and productivity
- of the research and teaching activities of the university
system as such, along with the verification of programmes for
the development and realignment of the system having regard,
inter alia, to the subsequent allocation of resources;
elects three representatives
to the National University Council (CUN);
nominates five experts of high
academic standing as candidates for the Commission of Guarantors
established by the new system for the co-financing of research
programmes;
nominates an expert as member
of the National University Evaluation Council;
nominates candidates
for the Sector Committee for the University Affairs set up
in the Ministry for the Reform of the Public Administration.
HALF A CENTURY OF
HISTORY

Academic Year 1947 - 48, Milan: the first Conference
of all the rectors takes place.
1955:The Association of European Universities (CRE) is
set up. CRUI decides to meet on a periodic basis
1959:Dijon: first General Meeting of CRE. CRUI becomes
as a permanent body.
1963:Ferrara: CRUI was formally set up following the
approval of its first statute that remained basically unchanged
until 1988, when it was revised in order to give the Conference
a more modern, dynamic and functional organisation.
1998:CRUI becomes a council with proactive, consultative
and co-ordinating functions with respect to the university system
for, first, specific themes held to be of priority interest
and/or stimulus for the introduction into the single universities
of innovative elements and, second, the diffusion of methodologies,
projects and programmes held to be valid for the entire university
system.

CRUI offers its members a series
of services for the dissemination of knowledge.
Moreover, in conjunction with
national and international bodies, CRUI directly runs projects
of great importance, financed from both Italian and European
funds.
CRUI also provides a direct
service for its own members by dedicating itself to activities
useful for the rectors.
In this field the measures in
question regard international relations, documentation and
communication, the sportello amico (the helping desk)
for the diffusion of information and best practices, the organization
of a library and an electronic news letter ("Lettera
CRUI";).
CRUI's web site, moreover, also
enables rectors to communicate among themselves in reserved
forums and offers space for the work of internal commissions.
Databases can be accessed through the site.

THE VIGONI PROGRAMME
An exchange programme between
Italian and German universities. Started in 1992 it has the
objective of intensifying scientific co-operation between the
universities of the two countries.
The programme - financed by MURST
for Italy and DAAD (Deutscher Akademischer Austauschdienst)
for Germany - consists in bilateral exchanges of teachers and
researchers, usually research groups who may in this manner
establish a first contact for purposes of establishing reciprocal
interests in, and potentiality for, the development of joint
research projects, making use of other and more adequate financing.
THE GALILEO PROGRAMME
In 1992 CRUI signed an Italian-French
agreement whose objective was to promote closer forms of scientific
co-operation between the two countries by facilitating specialisation
studies among young research scientists.
The French Ministry of Foreign
Affairs and the Italian Rectors' Conference, through our Ministry
for the Universities, have set up the Galileo Programme for
the exchange of research groups on the basis of a pre-established
programme: scientific disciplines are identified on a yearly
basis and specific areas of interest are singled out within
them.
THE ANGLO-ITALIAN CO-OPERATION PROGRAMME
In the academic year 1994-95,
CRUI began an Anglo-Italian co-operation programme for research
and higher education with the British Council, through our Ministry
for the Universities.
The objective of the programme
is to help co-operation projects between research groups in
the two countries.
CAMPUS
PROJECT
The CAMPUS project (advanced
university professional training courses) was started in 1995,
under the auspices of the Ministry of the University and Scientific
and Technological Research, together with the Council of the
Presidents of the Regions, Confindustria (the Italian
association of industry), Unioncamere (the Italian association
of chamber of trade) and ENEA (the national agency for alternative
energy).
The Campus Project provides university
diploma courses in the fields of engineering, technological
science and the advanced services industry. The courses are
based on a series of highly innovative and advanced educational
means - in line with the new orientation of higher education
- respond more quickly to the needs of the economy. The project,
therefore, acts as a highly useful link between higher education
and the business world, especially as regards the optimal utilisation
of higher education, research and innovation for the fast-changing
needs of the labour market.

sectors of higher education do not belong to the university
system, such as for example, art and music (for which there
are, respectively, the Academies of Fine Art and the Musical

MIUR=
Ministero Istruzione Università e Ricerca (Ministry
for Education Universities and Research)
CUN= Consiglio Universitario Nazionale (National
University Council) It is a representative consultative
body for the university system. The President is elected
among the members. Mainly composed by university professors,
it also has representatives by CRUI, by students (CNSU)
and by administrative and technical staff.
CNSU= Consiglio Nazionale degli Studenti Universitari
(National Council of University Students) It is a new consultative
body. Composed by student representatives elected on a national
basis.
CRUI= Conferenza dei Rettori delle Università
italiane (The Italian Rectors' Conference) It is not governed
by statute law, but has acquired ever greater importance
as a representative organ of the universities. By October
2001 the rectors of 77 university institutions belonged
to CRUI.
