DICHIARAZIONE CONGIUNTA DELLE CONFERENZE DEI RETTORI ITALIANA E TEDESCA
(CRUI e WRK), ALLA FINE DELLA RIUNIONE TENUTASI A VILLA VIGONI,
MENAGGIO (Como) 4-6 OTTOBRE 1990.

1.
The representatives of the Rectors conferences (CRUI and WRK) have discussed the present level of cooperation between universities of Italy and Germany. They agree that the bilateral cooperation should be enlarged and intensified having also in mind the new challenges and opportunities of the unified Europe of 1993, The East-West relations and Southern Countries.

The cooperation should be pursued not only using the existing schemes at work in the European context for mobility (ERASMUS, COMETT, LINGUA, TEMPUS), research programmes (i.e. Framework Programme, ESPRIT), the Action Jean Monnet (European Chairs), the projects of the European Rectors Conference (CRE), but also stimulating original joint programmes. A special effort should be made to encourage professors to act as guests - or contract professors in the other country.

3.
In order to foster scholar and student exchanges various supporting actions are needed, in particular:
a) the bilateral establishment of chairs and post-doctoral positions,
b) the provision of adequate housing for students and teachers,
c) the recognition of credits,
d) a special effort to deal with the language problem.

The Conference agree to propose a bilateral scheme "Vigoni programme" aiming at increasing the scientific cooperation through the exchange of young researchers in connection with special projects. This programme will be submitted for action to the respective governments.

The Conferences agree that the scientific cooperation will cover both basic and applied research according to identified priorities.

6.
The information technology infrastructure should be developed all over Europe so that membres of the scientific community can interact more effectively.

7.
As far as the cooperation with extra-Community Eastern and Mediterranean countries is concerned, the Conferences propose the organisation of a meeting in which the various actors of the cooperation, i.e. government, university and industry discuss and take the necessity steps.

8.
The conferences agreed to hold biennial regular meetings with the aim of reviewing existing cooperations and promoting new ones. In keeping with the tradition of the German-Italian cultural collaboration, these meetings will preferably take place in Villa Vigoni
